Very slow resizing on Windows using Vulkan on RDNA 4 GPUs #17851
Description
Quick summary
When resizing the window when something is running if you attempt to maximise the window or drag to resize there will be a long 4 second plus pause before the resize happens and FPS will drop to near zero. I have reproduced this on both a 9060XT and 9070XT and on PCSX2 Dolphin and Duckstation.
